East Sussex County council declared a climate emergency in October 2019 and are committed to becoming carbon neutral by 2050.

A heat decarbonization plan has been developed to provide strategic guidance on how the council should approach the decarbonization of its building portfolio. Primarily, this refers to the decarbonization of heat for space heating and hot water. Still, guidance is also given on how buildings can achieve net zero, addressing overall energy use, embodied carbon, renewable energy, and carbon offsetting. 

A decarbonization toolkit was developed for the council to carry out high-level appraisals of carbon reduction for any building within their portfolio. The toolkit allows users to compare the performance of the existing building against a proposed building; up to three proposed buildings can be compared at one time. The outputs of the toolkit capture the effect that different courses of action have on energy-use intensity, carbon emissions, and energy costs.
